Framesets created in this directory represent a group.
- The name of the frameset is the name of the group.
- The first frame in the frameset must contain:
	- An annotation of the format "@Owner: <username>" to specify the owner of the group.
		- This annotation will have its permission set to 400 (full:none:none)
	- An annotation of the format "@Members: <username>, <username>, <username>, ..." to list of the members of the group.
- Each frame in the frameset will receive default permissions of 400 (full:none:none)
- If the owner wishes to delegate/share the job of of adding members, update the frames permissions and circumstantially specify the group property on the first frame.
